Andrea Finlay, PhD



Andrea Finlay, PhD, is a Research Health Scientist at the Center for Innovation to Implementation (Ci2i), VA Palo Alto Health Care System, and an Affiliated Researcher at the National Center on Homelessness Among Veterans, U.S. Department of Veterans Affairs. She is also the Director of the Diversity, Equity, and Inclusion Committee at Ci2i and the VA Palo Alto Site Director for the National Center on Homelessness Among Veterans Fellowship program.

Dr. Finlay’s research focuses on identifying and addressing gaps in access, engagement, and quality of health care among justice-involved Veterans. Her current projects aim to improve access to medications for opioid use disorders among justice-involved Veterans and examine disparities in quality of medical, mental health, and substance use disorder care by justice status.
